Millgate Homes has finished basements throughout Utah County since 1997, and homeowners consistently rate the crew 5.0 stars on Google.

Of all the contractors we reviewed when choosing someone to finish our basement, Millgate Homes was the most professional and competent company and gave us a very cost-efficient bid. They were also able to start the work within a few weeks of me signing the contract. They completed our basement apartment on schedule (maybe even slightly ahead) and within budget, and they did a beautiful job! The subcontractors were polite and easy to work with, and were always quick to respond to any questions or concerns I had, usually within hours. After dealing with other contractors now, I am even more impressed with them. They do what they say they will do, and they are honest and professional, and that is hard to find these days! I would highly recommend them.

Two years ago, we received a bid from Eric [at] Millgate Homes that would allow us to turn our basement into an apartment rental… It stayed right in budget and was always available for phone calls… It is beautiful and of the highest quality.

ADU Basement Contractor for Eagle Mountain Homeowners

Millgate Homes works as an ADU basement contractor in Eagle Mountain, Utah, where the city’s own growth is exactly why an internal accessory dwelling unit makes sense for a lot of homeowners here. Eagle Mountain has grown from a town of roughly 250 residents to more than 76,600 as of the start of 2026 — a growth rate of about 6.4% a year — and 82% of the city’s housing stock is single-family homes, most of it built within the last two decades with an unfinished basement already sitting under the main floor. That combination of newer construction and rapid population growth is exactly the setup where a basement ADU pencils out: the rough plumbing is often already stubbed in, and rental demand in a fast-growing city is real.

Under Utah’s 2021 internal accessory dwelling unit law (Utah Code § 10-9a-530, H.B. 82), an internal ADU — a basement or interior unit with its own kitchen, bathroom, and private entrance — is a permitted use in most residential zones statewide, meaning Eagle Mountain can’t require a conditional-use hearing to approve one. Eagle Mountain’s own ADU ordinance (Municipal Code Chapter 17.70) sets the local rules on top of that state floor: one ADU per lot, the property owner must live in either the main home or the ADU, two off-street parking spaces are required, and the unit can’t be rented for less than 30 consecutive days. The city’s permit application runs $230 and requires a site plan (property lines, parking, utility meters, and a 36-inch unobstructed egress path from the ADU’s exit to the street) plus a floor plan showing the kitchen sink location and the range’s power or gas hookup.

Millgate handles that entire application — site plan, floor plan, and the building permit that follows — and we’re on-site for every required inspection, so you’re not the one navigating Eagle Mountain’s ADU portal yourself.

Our ADU Basement Construction Process

Step 1 — Free Consultation

We walk your basement, confirm it can meet Eagle Mountain’s ADU requirements (egress path, parking, one-per-lot), and discuss owner-occupancy and rental plans.

Step 2 — Design & Estimate

Our in-house design team lays out the kitchen, bathroom, and entrance, and drafts the site plan and floor plan Eagle Mountain’s ADU application requires.

Step 3 — ADU Permit Application

Millgate submits the $230 application, site plan, and floor plan to Eagle Mountain and pulls the building permit once approved.

Step 4 — Framing & Rough-Ins

Framing, plumbing rough-in (kitchen + bathroom), and electrical rough-in happen first, followed by the city’s rough-in inspection.

Step 5 — Insulation, Drywall & Finish Carpentry

Insulation, drywall, and trim go in throughout the unit.

Step 6 — Kitchen, Bathroom & Entrance Finish

Cabinetry, countertops, tub/shower, fixtures, flooring, and the private entrance are finished.

Step 7 — Final Walkthrough, Inspection & Warranty

The city signs off on final inspection, we walk the finished ADU with you, and your 2-year builder’s warranty starts.

What Does an ADU Basement Build Cost?

An ADU is effectively a full kitchen and full bathroom built into the same basement, plus a private entrance — so it carries the same plumbing- and electrical-heavy cost profile as those two rooms combined, on top of standard basement finishing. As a reference point: a recent 1,040-square-foot basement finish Millgate completed in nearby Saratoga Springs — bedrooms, a family room, and a full bathroom (not a full ADU with a kitchen and separate entrance) — came to $48,300 total. An ADU with a full kitchen added would run higher than that reference project.

Frequently Asked Questions

What qualifies as an ADU in Eagle Mountain? +
Under Eagle Mountain’s ADU ordinance (Chapter 17.70), an accessory dwelling unit needs its own kitchen, bathroom, and separate entrance, and can be built inside or attached to a single-family home, above a detached garage, or as a standalone structure. Motor homes, trailers, and similar units on wheels don’t qualify, and ADUs aren’t allowed in townhomes, duplexes, or other multi-family properties.
Do I have to live in my house if I build a basement ADU? +
Yes. Eagle Mountain requires the property owner to live in either the main home or the ADU, except during genuine temporary absences. This is a city-level rule Eagle Mountain has kept in place even though Utah’s statewide ADU law no longer mandates owner-occupancy everywhere — it varies by city, so don’t assume a neighboring city’s rules apply here.
Can I rent out my Eagle Mountain basement ADU on Airbnb? +
No. Eagle Mountain doesn’t allow an ADU to be rented for less than 30 consecutive days, which rules out short-term or nightly rentals. Long-term rental is allowed.
How much does Eagle Mountain’s ADU permit cost? +
The city’s ADU application fee is $230, on top of standard building permit costs for the construction itself. The application needs a site plan (parking, egress path, utility locations) and a floor plan showing the kitchen sink and range hookup — Millgate prepares and submits both.
Do I need two parking spaces for an ADU in Eagle Mountain? +
Yes. Eagle Mountain requires two off-street parking spaces for ADU occupants, shown on your site plan with location and dimensions.
Is a basement ADU legal in Eagle Mountain even without a hearing or special approval? +
Yes, for an internal ADU meeting the requirements — Utah’s 2021 statute makes internal ADUs a permitted use by right in most residential zones statewide, so Eagle Mountain can’t require a conditional-use hearing for one that meets the standard. You still need to go through the city’s permit application and inspections.
Are you licensed and insured? +
Yes. Millgate Homes is a licensed, insured general contractor.
Do you offer a warranty on ADU construction? +
Yes — every Millgate project, ADUs included, comes with a 2-year builder’s warranty on all work and materials.
Do you build ADUs outside Eagle Mountain? +
Yes. We also build basement apartments and ADUs throughout Saratoga Springs, Lehi, American Fork, and the rest of Utah County, though each city sets its own specific rules on top of Utah’s state ADU law.

I rarely write reviews but I think I need to in this case. This company was excellent to work with. Initially I didn't know exactly what I wanted to do with the basement, but I had ideas. When Eric came over I discussed it with him and he clarified a few things for me and I felt we ended up with a really nice design. He put me in the queue and once I was in, it was like clockwork. Everything was on time, professional, and high quality. I had plenty of help picking out colors and making decisions. After a couple of years and after working with a different contractor for a different project, I look back on the experience with a lot of appreciation. I highly recommend this company

When we decided to finish our basement, we received many bids from various contractors. Eric from Millgate Homes stood out because he was very professional and he gave us a very competitive and detailed bid. Eric is very knowledgeable and he guided us on different options through out the project. Eric has a wonderful team of subcontractors who are very professional and did a great job. Eric and Mitch were very responsive to all the questions we had. Also, Mitch gave us periodic updates on the cost and kept us informed. Towards the end some the subcontractors fell sick, but Eric made sure the work got completed on time. We are glad we chose to work with Millgate Homes and would highly recommend them!!

We received bids from a number of different contractors and not only did Millgate provide the most comprehensive, but it was also very competitive. Our neighbors chose another contractor and started a month before us on their basement finish and Millgate finished a month before them! We would definitely recommend them.

Eric has been amazing. He's replied to emails, given me estimates that were very reasonable. Some had ranges and he explained what the range included. I've been very impressed with his professional service.

Frequently Asked Questions

Eagle Mountain is one of the fastest-growing cities in the country — does that affect basement finishing?+
It does, in a good way. Since virtually every home in Eagle Mountain was built within the last 20 years, basements here tend to be clean, dry, and standardized — often with rough-in plumbing already in place, which keeps both cost and timeline more predictable than in an older city.
How much does it cost to finish a basement in Eagle Mountain?+
Pricing depends on size and finish level, but Eagle Mountain's newer construction tends to be one of the more cost-efficient markets in Utah County to finish, since there's less unexpected prep work.
Do I need a permit in Eagle Mountain?+
Yes, Eagle Mountain City requires a permit for basement finishing, and any bedroom needs a code-compliant egress window. We manage the full process.
What are Eagle Mountain homeowners using their finished basements for?+
With so many families relocating here for tech jobs (including the Meta data center) and growing households, we see a lot of demand for home offices, extra bedrooms, and family rooms — plus rental apartments as the city's population continues to boom.

Frequently Asked Questions

Do I need a permit to finish a basement in Eagle Mountain?+
Yes. Eagle Mountain's Building Department specifically identifies finishing basements as permit work. Plans are reviewed, fees are based on finished square footage and the city currently describes a typical review period of 14 business days.
Can Millgate finish a basement in a newer Eagle Mountain home?+
Yes. Newer homes are often well suited for future basement living space, but existing rough-ins do not eliminate the need for careful planning. We verify plumbing, HVAC, electrical, windows, insulation and structural conditions before defining the work.
Can I add a walkout or basement apartment?+
Potentially. Eagle Mountain requires a permit and inspection for basement walkouts, and a walkout may create an accessory dwelling unit that also needs Planning Department approval. The design should be reviewed for building, zoning, parking, egress and utility requirements before construction.
How long does Eagle Mountain's basement permit review take?+
The city's Building Department currently states that typical basement plan review takes 14 business days. Actual timing can change based on completeness, workload and revisions, so the project schedule should include reasonable permit lead time.
Can Millgate add sound control between floors?+
We can discuss ceiling-insulation and sound-control options during planning. The right approach depends on the ceiling assembly, mechanical systems, desired performance and budget.
What types of rooms can be added?+
Common options include bedrooms, a family or recreation room, bathroom, theater, game room, office, gym, kitchenette, laundry room and storage. The final layout must work with code requirements and the existing basement conditions.
