That last point matters more than most homeowners realize. A basement space with a full range, oven, and sink starts to look like a second dwelling unit to a city building department — which can trigger the same accessory-apartment permitting as a full basement apartment, whether or not that was the intent. Eagle Mountain actually has a specific ordinance on this exact question — Chapter 17.69, “Second Kitchens or Kitchenettes” — which sets out what’s allowed: a kitchenette needs at minimum a water connection and either a 220-volt outlet or a gas connection, but it can’t have a locking door separating it from the rest of the home, and the property owner has to sign a recorded agreement with the city confirming the space won’t become a separate dwelling unit. American Fork, Lehi, and Saratoga Springs don’t have that exact ordinance on the books that we’ve found, but the underlying logic — a full range and sink crosses into “second kitchen” territory, a sink and a mini-fridge generally doesn’t — holds across Utah County.
